Client: Veterans Affairs (VA)

Location: Tuscaloosa VA Medical Center (VAMC), Tuscaloosa, AL

Duration: 2 years ( Base + 1 option year)

Start Date: June/July 2025

Pay: $110,000 - $140,000K

The objective of this task order is to provide the VA with a professional Senior Architect/Engineer (CM-SA/E), to provide Construction Management (CM) services to support the VA in meeting the Electronic Health Record Modernization (EHRM) infrastructure upgrades at the Tuscaloosa VA Medical Center (VAMC), Tuscaloosa, AL.

The government requires a Senior Architect/Engineer (CM-SA/E) that will be on-site for the duration of the EHRM Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. This includes assisting the Contracting Officer and the Contracting Officer’s Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.

Job Duties:

i. Monitoring Project Financial Data and Budgetary Cost Accounting – Services may include assisting the Contracting Officer and Contract Specialist with monitoring and reviewing budgetary cost accounting; administration of construction contract change orders; maintaining spread sheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc., and assist in the documentation of the administration of construction contract change orders (preparing cost estimates, reviewing cost proposal, preparing change order packages)

ii. Constructability and Phasing Review and Planning - Contractor will prepare a study working with the facility staff and project management to analyze the constructability of the proposed project in terms of impacts to facility operations. Services may include analyzing parking; utility shutdowns and relocations; staff and patient access; safety risk analysis; and noise, dust impacts. The contractor will develop a phasing plan which is mutually acceptable from both a construction and facility operations perspective.

iii. Construction Phase Scheduling – Services may include preparing and maintaining daily diaries for project activities noting events affecting construction. The Construction Manager will maintain a current project schedule the coordinate with the COR to compare project progress against Contractor (CM) schedule and general contractor’s schedule. The Contractor (CM) shall address all schedule slippages to the COR and make recommendations for adjustments in the project as applicable.

iv. Progress Meetings – Conduct or attend weekly or bi-weekly project meetings to review and monitor projects, project schedules, RFI status, and review of EHRM construction contractor payment requirements (including preparation of necessary forms for payment processing by VA). The Contractor shall provide support to the COR in scheduling, attend meetings, document regular progress meetings to review project status, discuss problems, and resolve issues accordingly.

v. Assisting in Issue Resolution – Contractor shall keep thorough records of construction related matters of the project to assist the VA in conflict resolution. The contractor will assist in scheduling, conducting, and documenting regular progress meetings with all interested parties to review project status, discussing problems, and resolving project issues.

vi. Testing and Inspection Services – The Contractor may be tasked to assist the COR in the analysis of the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services. The services may include testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations.

vii. Performing Additional Construction Related Services – Services may include but not limited to; Maintaining marked up sets of project plans and specifications for future as-built drawings; performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirement, and notifying the COR when work requires correction by the generator contractor; compiling, thorough site inspections, lists of defects and omissions related to the work performed and providing these lists to the contractor for correction; monitoring project financial data and budgetary cost accounting; assisting in relocation efforts; administration of construction contract change orders (preparing cost estimates, assist with reviewing cost proposal); Submittal Review; Request for Information Review and Responses; Daily Logs of Activity; and other services as may be required by the VA.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

  • The senior Architect/Engineer shall be a licensed professional and hold a Bachelor of Architecture from an accredited school of higher education.
  • It is required that the individual have a minimum of 6 years of experience in both design and construction with a focus on medical facilities.
  • The CM-SA/E shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this Project.
  • The CM-SA/E shall possess the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements.
  • The CM-SA/E must have the skillset and a working knowledge of engineering services, building codes, budgeting, and scheduling to lead to the project's success. The CM-SA/E must possess the skillset and competency to supervise and manage personnel of diverse skillsets

Preferred Qualifications:

Experience with Federal projects and with the VA in particular. Experience with Medical projects 30-hour OSHA Safety Training Class
