Job Description

Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time Assistant Resident Engineer to join our construction management team. This position will be involved in different aspects of a federal construction project related to complex rail, transit, and other transportation projects in NY & NJ.

The ideal candidate has at least 5 years of experience in construction and meets 36 CFR 61 qualifications as an Architectural Historian. Candidates must demonstrate a strong understanding of cultural and historic resource preservation, environmental protection standards, and regulatory compliance.

If selected, candidates will need to provide digital proof of licensure and certification for all U.S.-based accolades, including academic degree, before time of interview. Information provided is handled with discretion and will be used purely for benefit of employment with various government agency clients and associated background checks.

This position will be full-time, Hybrid. Candidates are expected to live in or near the  New York metropolitan area .

JOB RESPONSIBILITIES include, but are not limited to, the following:

  • Conduct regular inspections to ensure construction activities comply with protection plans, regulatory standards, and environmental safeguards.
  • Monitor activities such as excavation and tunneling to prevent damage to nearby structures, utilities, infrastructure, and historic resources.
  • Ensure compliance with environmental protection measures, including dust, noise, and water pollution controls.
  • Implement and inspect protective barriers, supports, and other measures to safeguard against accidental impacts.
  • Maintain detailed inspection records, including checklists, photographs, and notes on compliance or corrective actions.
  • Prepare regular reports for project managers and stakeholders, providing updates on protection plan compliance and any required corrective measures.
  • Collaborate with contractors to ensure protection requirements are incorporated into daily activities.
  • Coordinate with regulatory agencies during audits, site visits, and inspections to ensure full compliance with local, state, and federal guidelines.
  • Obtain, review, and maintain documents related to historic properties and surveys; immediately notify relevant parties of activities impacting historic resources.
  • Provide leadership for quality control activities and oversee compliance with established protection plans.

QUALIFICATIONS include, but are not limited to, the following:

  • Bachelor’s degree in related field required.
  • Minimum of 5 years of construction experience , with a focus on cultural and historic resource preservation.
  • Must meet 36 CFR 61 qualification standards.
  • Strong verbal and written communication skills, with the ability to interface effectively with diverse professionals.
  • Proficient in data collection, analysis, and presentation.
  • Strong organizational and problem-solving skills, with the ability to prioritize multiple tasks.
  • Proficiency in Microsoft Office Suite (Word, Excel, Access), Adobe Acrobat, and other relevant software.
  • ASQ CMQ or CMQ/OE certification preferred, with evidence of previous certification required.
  • Familiarity with historic preservation laws, environmental protection standards, and construction practices.
  • Must be available on-site at all times when historic resources may be affected.
