This position is flexibly staffed, meaning you can be hired on as a Management I, II, or Senior Analyst, depending on prior experience. In this position, you will work collaboratively with departments in the City, focusing on understanding and reviewing departmental operations and budgetary requests with the purpose of recommending and managing an annual budget that meets City and operational goals. JOB SUMMARY
Under specified direction, supports the City Manager's Office through the City Council Work Plan, Community Facilities Plan, budget, levels of service, performance and productivity efforts, legislative agenda, and intergovernmental relations. Collaborates with City departments to provide operational and budgetary support with the goal of efficiently and effectively delivering the approved levels of service to the community.
Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience.
Management Analyst l:
Under direction, this is the entry-level class in the Management Analyst series. Incumbents in this class have related work experience and may be considered to be in a training capacity. The Management Analyst l class is distinguished from level ll by the performance of less than the full range of duties assigned to level ll. Incumbents are expected to have a baseline of knowledge and skills related to the job requirements and ability to fully perform the basic functions of the role, while exercising more independence and initiative as processes and procedures of assigned area of responsibility are learned.
Management Analyst ll:
Under general direction, this is the journey-level class in the Management Analyst series and is distinguished from level l by the ability to perform the full range of duties including more complex analysis and project management with only occasional instruction or assistance as needed. Incumbents in this class must be able to work with independence and initiative, act in a leadership capacity on certain projects, and may serve in an advisement capacity to the City Manager.
Senior Management Analyst:
Under administrative direction, this is the advanced-level class in the Management Analyst series and is distinguished from level ll by the ability to perform the full range of duties, including advanced policy work and leadership of initiatives, with little to no instruction or assistance. Incumbents in this class are expected to engage senior staff and City Council, lead a variety of programs and projects, and be able to perform necessary research and make recommendations regarding policy issues to the City Manager. This position may supervise other employees.

Provides analytical support to the City Manager's Office through a variety of efforts. Provides a high level of consultative support to city departments to assist in the delivery of approved levels of service.
Develops an understanding of operations and remains knowledgeable of initiatives, challenges, and best practices. Identifies community or organizational issues and assists departments to address issues. Conducts research, analyzes data, evaluates efficiency and effectiveness, and makes recommendations to improve operations.
Conducts research, analyzes policy, and develops recommendations in support of the Federal and State legislative agenda. Leads the State legislative agenda, including coordination with City lobbyists, City Council, and City Staff. Organizes the Federal lobbying trip and coordinates with Federal lobbyists.
Provides support in intergovernmental relations and development of intergovernmental agreements. Attends intergovernmental meetings, interacting with staff from other entities. Supports City Council representatives on external committees, boards, and organizations.
Leads development, execution, and reporting of the City Council Work Plan. Ensures that the Work Plan is executed as anticipated and addresses amendments to the adopted plan. Coordinates performance measurement and benchmarking efforts, including production of the Accomplishments Report. Leads cross-departmental groups to address issues or complete projects. Performs special studies and analysis of current and proposed projects and activities. Connects the Work Plan priorities to the city budget and communicates priorities to the organization. Supports development, execution, and revision of the Community Facilities Plan. Conducts research and drafts report sections.
Assists in creating and distributing budget preparation forms and guidelines. Assists departments with budget preparation and interpretation of guidelines. Coordinates the personnel budget and internal service fund allocations. Collects, reviews, verifies, and analyzes submitted budgets, reviewing for completeness, sufficiency, and adherence with the City Council Work Plan and Community Facilities Plan. Assists in developing the budget recommendation, including meetings with the Senior Leadership Team.
Assists in presenting annual budget to the City Council, and in preparing Council deliverables, communications, resolutions, and ordinances. Schedules, conducts or attends public hearings or meetings on the budget. May assist in preparing the Annual Budget Book and Budget Brief and application for the Government Finance Officers Association (GFOA) Distinguished Budget Award.
Supports management of the city budget to assist in the delivery of approved levels of service. Provides support to city departments and answers questions. Resolves budgetary issues with departments.
Represents the Management and Budget Office at a variety of meetings and initiatives. Attend City Council meetings as necessary. May lead, train, assign, direct and review the work of interns as needed.
May supervise, train, assign, direct and review the work of other employees.
Performs other duties as assigned.
Education/Experience:
Management Analyst I:
Bachelor's degree in Business Administration, Public Administration, or related field from an accredited college or university. One year of previous experience in municipal policy or budget. Equivalent combinations of education and experience may be considered.
Management Analyst II:
Bachelor's degree in Business Administration, Public Administration, or related field from an accredited college or university; master's degree preferred. Three years of previous experience in municipal policy or budget. Equivalent combinations of education and experience may be considered.
Senior Management Analyst:
Bachelor's degree in Business Administration, Public Administration, or related field from an accredited college or university; master's degree preferred. Four years of previous experience in municipal policy or budget, including one year of supervisory/lead experience. Equivalent combinations of education and experience may be considered.
Licensing/Certification Requirements:
May need the ability to travel to various locations in a timely manner as the job requires.
