Duties

JOB FUNCTIONS:
  • Respond to and process crime scenes within the city of Quincy
  • Identify, collect, package and log items of evidence
  • Respond to and process crime scenes outside the city of Quincy when related to crimes being investigated by the Quincy Police Department
  • Assist other agencies with crime scene requests/fingerprinting requests when approved by the appropriate supervisor
  • Conduct annual archive of patrol and investigation evidence photos for preservation
  • Assist the evidence custodian with daily duties
  • In the absence of the evidence custodian this position will assume those duties
  • Assist with the destruction of evidence, obtain and file court orders, maintaining evidence room order, scanning and filing as necessary, entry of old cases, returning of evidence, BEAST (Evidence Barcoding Software) maintenance
  • Transport evidence to and from the Illinois State Police Crime Lab in Springfield, Illinois
  • Testify in Federal, State, Juvenile, and City Court
  • Assist Quincy Police Detectives with case work
  • Receive and execute court orders to obtain buccal swabs, fingerprints and other specimens requiring contact with arrestees
  • Significant travel is required for case work
  • Attend and document autopsies
  • Fingerprint and submit fingerprints for members of the public for licensing requirements
  • Collect and submit fingerprints of newly hired police officers and civilian employees
  • Maintain the electronic fingerprint machine
  • Seek, obtain and maintain necessary certificates relevant to the position
  • Attend required and optional trainings related to crime scene investigations and related topics
  • Provide input to the administration as it relates to the crime scene budget
  • Conduct presentations to the public on crime scene investigation position when requested
  • Maintain and restock crime scene processing equipment as necessary
  • Performs other such duties as assigned.

Requirements

Training and Experience:
  • Bachelor's Degree in Crime Scene Investigation or related field or equivalent combination of 1 - 3 years of training and experience which provides the required knowledge, skills and abilities.
Licenses/Certifications:
  • Valid driver's license required
  • Crime scene investigator certification preferred
Knowledge, Skills and Abilities:
  • Requires the ability to work independently, problem solve, work well with others and excel in a team environment on a daily basis.
  • Requires the ability to communicate effectively and clearly, both orally and in writing.
  • Knowledge on operating of crime scene documentation technology, including the use of a drone, Pix 4D, Total Station, etc.
  • Ability to perform multiple tasks at the same time.
  • Ability to meet and deal tactfully with the general public, public officials, law enforcement personnel and crime victims
  • Requires the ability to operate various type and size vehicles, two-way radio, video recording equipment, copy machine, telephone, and other related office equipment
  • Requires the ability to use a computer to access, input and retrieve information
  • Requires the ability to package, organize and account for numerous items of evidence in an orderly fashion for storage, retrieval and record keeping.
  • Requires the ability to learn applicable federal, state and local criminal and civil laws, codes and regulations.
  • Requires the ability to learn police procedures, court system and procedures relative to the processing, retention and disposal of evidence.
  • Requires the ability to learn safety procedures for handling and storage of firearms, weapons, narcotics, drugs, money and other dangerous items/devices.
  • Requires the ability to learn the principles, practices and methods of evidence collection and preservation, warehousing, inventory control, material handling, storage, record keeping and property accounting and computer data input and retrieval processes.
  • Requires working with a variety of hazardous items including but not limited to: weapons, narcotics, drug paraphernalia, poisons, body fluids, flammable and explosive materials, currency and unsanitary materials.
  • Requires the successful completion of a background investigation.
  • Instructs and/or train others on crime scene processing techniques.
  • Requires the ability to observe and recall details.
  • Requires the ability to learn photographic techniques, learn techniques to process latent fingerprints, learn techniques for gathering and preserving physical evidence, rules of evidence and court methods and procedures, learn the hazards and safety methods related to crime scenes, chemicals and equipment used in the processing of evidence.
  • Requires the ability to present accurate and professional testimony in court.
  • Requires the ability to establish and maintain effective working relationships with associate personnel, federal, state and regional law enforcement agencies, court personnel and the public.
  • Ability to wear body armor as necessary when processing crime scenes
  • Ability to respond, if available, 24/7 to process crime scenes as requested by an appropriate supervisor
  • Nothing in this Section shall be construed as limiting the authority of the Chief of Police, and/or a superior officer, from assigning such functions or responsibilities as is necessary to establish and maintain maximum departmental efficiency and effectiveness.

  • The physical demands described here are representative of those that must be met by an employee perform the essential functions of this job successfully. Requires occasional carrying, lifting, moving or pushing of 30 pounds or more, occasional bending, stooping, kneeling, squatting and/or twisting. Requires working in small, cramped areas and reaching of evidence at elevated levels, which may require the use of a ladder.
RESIDENCY REQUIREMENT:
  • Employee shall reside within the boundaries of Adams County, Illinois within six months of the effective date of employment with the City of Quincy.
