Job Description

The County of Riverside's Assessor-County Clerk-Recorder (ACR) is seeking an Auditor/Appraiser I/II to join the Business Personal Property Division, located in Riverside, CA.

The selected candidate will be responsible for utilizing auditing and appraisal procedures to examine and analyze business records in order to determine the proper value of assessable property. Duties will include conducting audits related to chaptered legislation and the department's internal operations, as well as preparing audit reports with findings and recommendations. Additional responsibilities may be assigned as required. This position also requires travel to offsite locations to conduct in-person audits and site visits.

The most competitive candidate will have experience conducting property tax audits, performing appraisal work, or working within a Treasurer-Tax Collector's Office. The department is also seeking candidates with excellent time management, customer service, and critical thinking skills, along with strong verbal and written communication abilities. Proficiency in Microsoft Office Suite is highly desirable.
At this time, the position has the opportunity for a hybrid telework schedule based on business need, however job expectations, at times may require in person interaction. Telework may change at any time and you will be expected to report to the office.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

The Auditor/Appraiser I is distinguished from the Auditor/Appraiser II classification in that the latter performs assignments requiring a greater understanding of departmental policies and more extensive technical knowledge.

The Auditor/Appraiser I is a natural progression underfill for the Auditor/Appraiser II. Incumbents are eligible to promote to the Auditor/Appraiser II within one year as an Auditor/Appraiser I, receive a satisfactory performance evaluation rating, and meet the educational requirements including obtaining a valid Appraiser's Certificate issued by the State Board of Equalization. Failure to meet the minimum qualifications to promote will result in incumbents being returned to their former County classification or new hires being released prior to the end of their probationary period.

This includes acting as a real estate agent or broker, performing appraisals or audits for compensation or otherwise, and notarizing documents in a private capacity. The use of any professional license (e.g., Broker, Salesperson, Notary Public) in connection with California property is not permitted while employed by ACR.

• Perform property tax audits of businesses and agricultural enterprises that annually report supplies, equipment, and improvements for assessment purposes; review company accounting records to determine amounts of taxable property on hand; prepare audit reports and adjust tax rolls as necessary.

• Examine property statements submitted by taxpayers for accuracy and completeness; calculate assessable values of supplies and fixed assets in accordance with established appraisal procedures.

• Conduct audits on chaptered legislation and internal operations of the department.

• Examine, verify, and evaluate accounting records, operations, procedures, and systems for compliance with established department, county or state requirements.

• Explain audit and assessment procedures/valuations to taxpayers and company representatives.

• Perform field inspections of business locations in order to update assessment information.

AUDITOR/APPRAISER II ( $75,934.63 - $104,950.47 Annually)
• Perform property tax audits of businesses and agricultural enterprises that annually report supplies, equipment, and improvements for assessment purposes; review company accounting records to determine amounts of taxable property on hand; prepare audit reports and adjust tax rolls as necessary.

• Examine property statements submitted by taxpayers for accuracy and completeness; calculate assessable values of supplies and fixed assets in accordance with established appraisal procedures.

• Conduct audits on chaptered legislation and internal operations of the department.

• Examine, verify, and evaluate accounting records, operations, procedures, and systems for compliance with established department, county and state requirements.

• Explain audit and assessment procedures/valuations to taxpayers and company representatives.

• Perform field inspections of business locations in order to update assessment information.

• Determine values for non-commercial aircraft and boats/vessels.

• May appear as a witness at Assessment Appeals Board hearings.

• Perform special research projects as necessary.

• May assist in the training of Auditor/Appraiser I personnel. AUDITOR/APPRAISER I ($68,481.50 - $90,176.40 Annually)
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

OPTION II
Education: Possession of a valid certificate as a Certified Public Accountant or a Certified Internal Auditor.

ALL OPTIONS
Knowledge of: Accounting principles and practices; general business laws; auditing and cost accounting.

Ability to: Learn appraisal principles and methods; read and interpret laws, regulations, and other written material; prepare clear and concise reports; establish and maintain effective working relationships with others; maintain accurate records.

AUDITOR/APPRAISER II ( $75,934.63 - $104,950.47 Annually)
OPTION I Education: Graduation from an accredited college or university with a bachelor's degree in business or public administration, economics, finance, accounting, auditing, or a related field to the assignment, preferably with a specialization in accounting. (A specialization in accounting is interpreted as 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.)

Experience: Up to one year of performing professional accounting, auditing or auditor/ appraisal work, which included routine property tax audits of businesses and agricultural enterprises and the preparation of audit reports and adjusting of tax rolls equivalent to a County of Riverside Auditor/Appraiser I.

OPTION II Education: Possession of a valid certificate as a Certified Public Accountant or a Certified Internal Auditor.

Experience: Up to one year of performing professional accounting, auditing or auditor/ appraisal work, which included routine property tax audits of businesses and agricultural enterprises and preparing audit reports and adjust tax rolls equivalent to a County of Riverside Auditor/Appraiser I.

ALL OPTIONS Knowledge of: The principles and applications of accounting, auditing, and appraisal procedures; principles and techniques of public relations; Revenue and Taxation Code and California Administrative Code provisions relating to the assessment of personal property and fixtures; techniques used in statistical sampling and flow charting.

Ability to: Read and interpret laws, regulations, and other written material; accurately analyze situations and data, determine the relative significance of conditions and circumstances encountered, and define problem areas; prepare clear and concise reports; maintain accurate records; guide and instruct others in similar activities; establish and maintain effective working relationships with others. Other Requirements

License/Certificate: Possession of a valid California Driver's License is required.
Possession of a valid Appraiser's Certificate issued by the State Board of Equalization. (Individuals who do not possess a valid Appraiser's Certificate may file applications for employment; however, candidates must obtain the required certificate within one year of employment.)
