Job Title: Appraiser I
Department: Assessor's Office
Reports To: County Assessor
Classification: Full-Time, Non-Exempt
Compensation Range: $44,000 - $49,000 annually DOE

Position Summary
Appraiser will collect data to complete unbiased appraisal judgement of all types of property in Lake County. Appraiser will also assist taxpayers as necessary in person, through email and over the phone. Collects, analyzes, and tabulates data for the appraisal of real and personal property. Assists in the classification and valuation of residential, commercial, multi-unit dwellings, mobile/manufactured homes, vacant land, agricultural property, natural resources, industrial, and special purpose property. Will prepare required reports and documentation for protest hearing; perform field visits/audits; advise/assist taxpayers. Will spend about 25% of time doing field audits and checking property characteristics and uses (may sometimes need to visit properties that are under construction).

Essential Functions
  • Attain and maintain active Colorado Ad Valorem Appraisal License
  • Determines the market value of assigned properties by using the appropriate approach- cost, market or income approaches.
  • Educates taxpayers in the assessment process and procedures used to arrive at actual and assessed values.
  • Call sellers, buyer, real estate agent or title companies, as necessary, for sales confirmation and follow-up
  • Works with taxpayers in handling appeals and defends values at all hearing and court levels.
  • Research and prepare tax roll changes.
  • Accurately and prudently update property records as needed
  • Complete field audits at businesses, dwellings, commercial buildings, and vacant land to determine use and confirm attributes.

Requirements
  • Preferred bilingual in English and Spanish.
  • High school graduate or equivalent
  • Experience in real estate, appraisal or another related field preferred
  • Appraisal license requirements prior to attaining appraisal license
    • Basic Appraisal Principles (35 credit hours, 5 days, study time 3 hours each night of class)
    • Basic Appraisal Procedures (35 credit hours, 5 days, study time 3 hours each night of class)
    • Introduction to Ad Valorem Mass Appraisal (35 credit hours, 5 days, study time 3 hours each night of class)
    • National USPAP (15 credit hours, 2 days, study time 3 hours)
    • Pass state Ad Valorem Appraiser Examination (3 weeks of studying nightly)
Hazard Notice
  • This position requires regular fieldwork, including visits to construction sites, remote properties, and uneven terrain in varying weather conditions. Exposure to physical hazards is possible. A valid driver's license and use of appropriate safety precautions are required.
Physical Activity & Work Environment
  • Ability to conduct activities involving extensive sitting, substantial standing, daily reaching occasional stepping onto short stepstools, daily kneeling/ bending. 
  • Ability to read print, and electronic print, in English. 
  • Ability to grasp and manipulate office equipment, to file paper, to shelve books and similar materials. 
  • Ability to participate in routine conversation and answer questions in person or via telephone and take/convey messages. Ability to distinguish telephone, printer, computer, and other auditory tones. 
  • Ability to lift and/or carry and push/pull burdens weighing up to 30 lbs. on an occasional basis. 
  • Ability to distinguish small objects at near and far distances in conditions of bright and low light.
  • Ability to distinguish depth and see objects in a wide field of vision.

To be prepared for this role, all employees and emergency service function (ESF) leads will attend emergency management trainings and exercises as requested by the Director of Emergency Management. With advanced notification from OEM, employees will make reasonable efforts to attend training events in coordination with other employees and supervisors.
